4. M. Bison - Street Fighter II
Even though Akuma literally kills M. Bison to prove how tough he is, for many players it's this crazed dictator who remains the epitome of their hellish time spent in arcades attempting to best Street Fighter II.
That's because, like a lot of final boss challenges at the time, M. Bison was designed to be as brutal as possible to keep players from completing the game, but not broken to the point where players saw no hope at all and would simply give up.
Consequently, the big red machine would essentially hustle players into thinking they could win. The first round was always relatively easy enough, crafted entirely to trick unsuspecting victims into thinking they were on the cusp of victory. Only then would M. Bison reveal himself as the dickbag that he is and unleash an onslaught of attacks and a special move that covered the entire screen and would cut a health bar in half.
It wasn't fair, and every defeat felt like he'd personally punched you in the gut and stolen your lunch money. And considering how many coins you spent trying to secure a rematch, that's probably not even an exaggeration.
