It’s fair to say quite a few fans were disappointed with the RE3make and Nemesis’s role in it, and that can be attributed to the flawless execution of Mr. X in the previous game. Although Nemesis is more of a direct threat than Mr. X, his presence is less pervasive, mostly reserved as he is for specific set-pieces and boss fights, so the overall result is less oppressive.

But he still retains his top spot because of how innovative and intimidating he was back in 1999.

Like Mr. X, Nemesis is a refined version of the Tyrant bio-weapon which featured as the final boss in the original Resident Evil. Except Nemesis is intelligent and cunning, relentlessly seeking the surviving S.T.A.R.S. members so Umbrella can cover up their own nefarious experiments exposed in the first game.

The original Resi 3 is the most mechanically satisfying of the pre-Resi 4 games; it’s more action orientated than the games that preceded it and Jill Valentine was given a vast arsenal of fun weapons and a new dodge mechanic to help survive her encounters with Nemesis.

Much like Birkin, Nemesis gradually mutates into something more monstrous as he’s damaged throughout the game right up until the end when he transforms into a huge sentient meat pile as Resi tradition demands of its final bosses. Prior to that, Nemesis remains vaguely humanoid and stars (S.T.A.R.S.?) in some of Resident Evil’s best boss fights, which is frequently a weakness of the series.
