15 'Horror' Video Games That Totally Failed To Scare Anyone
8. Resident Evil: Operation Raccoon City
Honestly, everything post-Resident Evil 4 could have made this list, but the one game in the Resident Evil series that really takes the cake has to be Operation Raccoon City. Who on Earth thought it was a good idea to turn the most beloved survival horror franchise on the planet into a generic third-person shooter!? Operation Raccoon City was meant to be a spiritual successor to the Outbreak series, a series of Resident Evil spin-offs that followed the stories of survivors trying to keep themselves alive inside Raccoon City. The spin-off series itself was never very popular, but it had a substantial enough group of followers to merit Capcom revisiting the concept. I can imagine that those fans are now wishing they had kept quiet. Not only does Operation Raccoon City resemble nothing of the Outbreak games, it doesnt even feel like a Resident Evil game. It was a cover based shooter desperately trying to emulate Gears of War, and it couldn't even do that properly. Play Instead: Resident Evil 2
