1. Deep Down
And finally, PS4 dungeon crawler Deep Down has been in development for so long it was actually first announced back at the 2013 PlayStation Meeting, when the PS4 itself was first unveiled.
It was confirmed later that year that Deep Down would be a free-to-play title, and as the years quickly passed, word became stunningly scant on the project, even as Capcom insisted that it wasn't dead and the game's scope had merely expanded.
With Deep Down's trademark being renewed by Capcom shortly before E3, fans had a renewed sense of hope that the game would be given a Last Guardian-esque resurrection during Sony's show.
It didn't happen, depressingly, and so Deep Down remains stuck in development hell, with it becoming increasingly harder to deny that the visually stunning actioner is vaporware.
