16. Just Cause 2
You must experience: Surfing an F16 fighter jet into a base of troops and escaping the whole thing. You have to love a game whose very foundation is built on the set-pieces of the action hero-filled 90s, an experience where grabbing a car and stunting it off the side of a cliff before diving out with twin machine guns and dispatching swathes of guards is something that can happen every five minutes if you let it. Sure the story is gubbins and the main character's essentially a blank slate to let you get stuck into everything on offer with no moral quandaries, but no open-world title quite simply revels in its absurdity quite like Just Cause. At one time the general adage surrounding GTA's mission structure was "If you can think of it, you can do it", but when the toy box in front of you is filled with mini-guns, fighter jets and super-powered spy cars - ANY concoction you can put together with those elements is always a winner.
