6. Star Citizen
There's no single in-development game more infamous than Star Citizen, with the epic multiplayer space trading and combat sim first being announced in 2012.
Though it technically launched in early access in 2017, the wider 1.0 release has been continually pushed back, alongside the release of its single-player spin-off Squadron 42.
Fascinatingly, Star Citizen has an incredibly dedicated base of hardcore fans who continue to bankroll it, ensuring that the game's budget is expected to reach an eye-watering $1 billion by this summer.
That in turn gives developer Cloud Imperium Games little incentive to actually release the damn thing, and may have paradoxically contributed to the game suffering from biblical levels of scope creep.
In an interview last August, game director Chris Roberts said that Squadron 42 was aiming for a 2026 release while the main Star Citizen experience would drop in 2027 or 2028.
Considering that Star Citizen was originally set to release in 2014, fans are largely taking Roberts' claims with a silo's worth of salt.
