Conceptualising a given idea is one thing, but second time around, all those dials can be cranked as a more confident team will execute on everything so much better than before.
In Mass Effect 2's case that meant WAY better combat, powers and conversation systems. It meant a story where you were thought dead after being the hero of the Citadel in the original, only to be saved by a criminal organisation, and put to task deciding where your moral compass truly lay.
The background for all these exploits is one of the best sci-fi lores ever written; coming at a time when Bioware were firing on all cylinders, comprised of unbelievably talented staff with things to say and contribute.
