7. Commander Shepard (Mass Effect)

Okay, I know we promised to only include one character per series in this list, but with a franchise that's populated with so many interesting and brilliantly constructed female characters as Mass Effect, it's almost impossible to pick one. Hell, if I had my way this article would have featured every single female squad member that ever appeared in Bioware's entire franchise. But Commander Shepard features so high on this list because of how well implemented she is into Bioware's RPG series. Shepard can be male or female in all three games, and in a brilliant move, the characterisation barely changes no matter what gender you choose. But those small changes do matter. The voice acting from Jennifer Hale is considered by many fans to be superior and the best representation of Bioware's writing, while the different romance options can feature some of the funniest, most awkwardly cute lines in the entire franchise. Honestly, if you've never tried to romance Garrus then you've never seen some of the best scenes Mass Effect has to offer.
