17. Pagan Min - Far Cry 4

Ubisoft's Far Cry team must have a blast coming up with new villainous concepts, as following their mould-breaking character of Vaas in FC3 it was off to the races to include more off-kilter and crazier aspects, essentially leading to FC4 being a cavalcade of over-acting scene-stealers round every corner. However in amongst such a large scale box o' frogs is one Pagan Min, the regal aristocratic maniac who's just as likely as cook you a lovely meal as he is to remove someone's eyeballs for standing on his shoes. This 'style' of villain can be done very well in the right hands, and luckily when Ubi have the sense to include some hidden fake-out credit-roll endings that only come about if you listen to exactly what Min says at key points, it elevates his status as one of the most memorable and engaging villains of the new generation in more ways than one.
