18 Greatest Video Game Villains Of The 2000s

11. Officer Tenpenny - Grand Theft Auto: San Andreas

Being voiced by Samuel 'Mother f***'n' Jackson is usually a recipe for success - just look to Afro Samurai for confirmation - however, with such an enigmatic and personality-driven actor it allows him to switch gears towards a more villainous route, applying all those signature traits in a new light to create one hell of a formidable foe. From greeting you off the plane as you attempt to explore San Andreas to the close of the game that plays out as Rockstar's tribute to Denzel Washington in Training Day, Tenpenny has a fantastic run as a really vile self-server who pops up across the main campaign just when you were distracted by something else. It's a testament to Rockstar's exemplary writing team that they could create a character as large and commanding as the world he's in, and with every altercation you have with Tenpenny he etched himself into the gaming history books as an incredibly memorable scumbag.
