Silent Hill was partially created to capitalise on the success of Resident Evil in the US, and the burgeoning renaissance of the survival horror genre, and they took a lot of cues from Capcom in the early days. The controls and graphical fidelity were more down to similar hardware than anything else, but sparsity of weapons and ammunition, necessitating players frequently just run from enemies, is totally Resi. In fact, combat was even less of a concern in Silent Hill. The fear is more of your surroundings, the terrifying atmosphere, not in resource management and the prospect of having to re-play through sections.
