4. Waterfall Yep, another water based move; when you think about it HMs seemed pretty biased towards being water type, travel moves. This one makes the list at number four because it is probably the only water type move you could get besides Surf that could turn out to be more useful (besides Dive which we will get too later in the list). With a base power of 80, and the chance to flinch the target (which is at 20%, but could be bumped up to 30% with certain items in tow). Waterfall is nice because unless Surf, it is a Physical type attack, this attack type is useful because a lot of water Pokemon you find early on in games of Gen V, and other generations, Water Pokemon have high physical attack stats. Which is why I tend to lean towards liking Waterfall more Surf, if you play your cards right you can deal more damage with Waterfall than Surf. It is also nice for the fact that Waterfall begun as the signature move of Goldeen and Seaking, but was opened up to the rest of the Water Pokemon, along with the fact that it is an essential travel move in Gen II-V (HM 07 in Gen II-IV, HM 05 in Gen V).
