Batman: Arkham City allows you to explore a section of Gotham City that has been designated as Arkham City a playground for the mentally insane, so yeah good luck in there. Batman: Arkham Origins takes place in a large section of Gotham City as well, which is a blast to explore.
The best Gotham City in the Arkham games is clearly the one found in Batman: Arkham Knight, however. Batman: Arkham Knight may be largely meh, but the Gotham City within it is truly astounding.
