When you think of the most iconic Valve locations City 17 is right up there with the Aperture Science Computer-Aided Enrichment Center from Portal. The thing that immediately strikes you about City 17 is the oppressing nature. People are too scared to do anything even slightly out of line due to the Combine using City 17 as their main Earth headquarters. This gives you the motivation needed to rebel against the Combine and free the citizens of City 17.

A feeling of conflict between the humans and the Combine is also ever-present in City 17, which is amplified by the eastern European aesthetic which was chosen because 'it represents the collision of the old and the new' as stated by art director of Half-Life 2 Viktor Antonov. Another interesting thing about City 17 is that even though it feels very eastern European nobody knows exactly where it is located.

City 17 is great and contains a number of landmarks such as the Citadel, a giant skyscraper that looms over City 17 which serves as the main headquarters for the Combine, constantly reminding you that the Combine is in charge around these parts.
