RDR was about the story of John Marston righting past wrongs and helping law enforcement catch criminals. Sure, the capacity for murder sprees was there, but it wasn't the main point of the game.

However, RDR 2 is heavily rumored to be a prequel to John Marston's struggle. Which means players will get to relive every bank robbery, murder, and other criminal acts perpetuated by Marston's gang, something that was only touched upon in the original.
