I am sure many never cottoned on this was actually a fake quote drawn up by one of the Lutece twins ont he first play through.It explains that subjects who are brought into a reality in which they don't belong will create memories to fill in gaps in their logic. This may sound like a convenient excuse but this actual has basis in reality. During some attacks where pshycological damage takes place, subjects will forget the reailty and invent an easier to understand one. The mind is an entirely unreliable thing and when it doesn't understand something, it will fix its perception of reality to make sure it does.
