Jesus. How can you talk about video game developers that sold out and not immediately think of Atari? When looking at the business decisions of this company through the 80's it's honestly astounding at how low they were willing to stoop to make a quick buck.
After the smash success of Pac-Man, Atari was desperate to have their own version running on their 2600 home console, and after a deal was made with Namco, things were kicked into high gear.
Atari knew they had a hot property on their hands, and so had little interest in actually making the game any good as they figured it would sell like hotcakes, and while they were right in that regard, Pac-Man for the Atari 2600 is ranked as one of the worst games ever made.
The ghosts can't all appear on the screen at once, how pathetic is that?!
The critical backlash should have been an indication for Atari to pump the breaks and focus on delivering quality products to restore their public image... what they did however went on to release E.T.
