When released, Watch Dogs will allow access from tablets and other mobile devices allowing players to aid one another in their games. A map of the city and hacking utilities will allow friends to navigate aong the streets and give instructions to the player from their lofty overwatch position.
1. PRISM
Finaly, the controversial and scandalous PRISM, the NSA developed suveillance program (with links to the UK's GCHQ) that has before been compared to the ctOS of Watch Dogs. Although PRISM is not currently available in app form , I'm certain that eventially some organisation with programming abilities like Anonymou or lulzsec will gain access.
