The Theory

Thanks to some shared details between Ditto and Mew (like their exact same weight of 8.8lbs) and the fact that Ditto only spawns in Pokemon Yellow in two locations linked to Mewtwo (the Pokemon mansion, where Mewtwo was cloned from Mew and Cerulean Cave where Mewtwo lives), fans have taken to believing that Ditto is in fact closely related to Mew and Mewtwo.

How closely? Well, how about the idea that ditto is in fact a failed clone of Mew? Which is why it looks as it does.

The Rejection

It's a nice idea, but it's apparently not true, according to Pokemon art director and producer Junichi Masuda who was asked whether the theory is true. His response was a pretty big no-sell:

"That’s the first time I have ever hear that rumor actually... In terms of how Pokémon are designed, they are each their own unique living being. The unique thing about Ditto is that it’s a Pokémon that can change forms, but each Pokémon we create with its own unique element, so we just make sure that they are all individual life forms of their own."

That's about as close to a complete denial as you're likely to get, even despite the "evidence."
