The first Just Cause game had massive potential but could never quite get there and despite picking up some fans, could never compete with the polish GTA offered. The sequel, however, went all out with a fantastic adventure that came a lot closer. Sure, the story was rough but it had more than enough to win you over. The first game gained attention for the nice ability to para-sail around so that was of course kept and in came the grappling hook that could attach players to speeding cars or planes, allowing you to leap across chasms and combine with the parachute for some pretty bad-ass moves that could make GTA stunts look downright tame. The idea of a chaos meter than can build up as you go just encourages you to go all out blowing the crap out of stuff and not even bother as much with the storyline if you dont want to. That's a great turn over GTA as you could spend even more time doing side quests without the need to bother with the storylines and in fact, the story barely even mattering. The franchise hasn't quite reached the quality or the popularity of GTA, but with a third addition out soon, that could well change.
