4. Spellbinder Can Replace Scarecrow's Nightmare Sections
One of the most iconic parts of the Arkham games were Scarecrow's nightmare segments. These sections of the game gave the developers an opportunity to mess with players, with the most iconic moment perhaps of the entire franchise being when the game fakes a glitch and restarts with the Joker and Batman in reversed roles.
While it would be almost impossible to work Scarecrow into a Batman Beyond game, the villain Spellbinder would be able to provide an excellent alternative. Delbert Billings was a Psychologist at Hamilton High, Terry McGinnis' school, in the animated series and one of the most memorable villains of the show.
Like Scarecrow, he had no powers, instead relying on his own hypnotic technology to manipulate others and make them powerless. This would surely translate well into the Arkham series much like the Scarecrow and Mad Hatter sections did. Whether he plays a significant role in the story or acts more as a side mission, Spellbinder would be an absolute must-have for Batman Beyond's Arkham game.
