12. Warner Bros. Montreal Are Developing
As mentioned, Arkham Origins' developers Warner Bros. Montreal are on development duties, and though Origins was roundly cast off at launch for coming too soon after Arkham City - without Rocksteady at the helm, no less - the game has much more to offer than you might think.
Indeed, WB Montreal's approach to the Batman lore was far more nuanced and ultimately, far more fan-focused that what Rocksteady brought to the table. It dove into Joker and Batman's relationship, showing how Bruce was acclimatising to his own brand of justice, and even letting you play as Joker himself to flesh out the Clown Prince's psyche.
Some of the most enjoyable talking points surrounding Batman come from delving into his moral code (Injustice 2 certainly thinks so), and providing they nail the tone of Bruce continuing to find his feet as The Dark Knight, it could easily undercut Rocksteady's work by appealing far more directly to longtime fans.
