2. Dr. Phosphorus

A rogue most may recognise as bearing a stark resemblance to Terry McGinnis's nemesis 'Blight' in Batman Beyond, Dr. Phosphorus was a character introduced by writer Steve Englehart in the aftermath of Dennis O'Neil's career-defining run on Batman, and there's much more to him than his eerie skeletal form. Truly terrifying both physically and mentally, Dr. Alexander Sartorius would present a distinct new threat to the Batman of Arkham Knight, and would bring that level of physical intimidation that any formidable set of villains needs. The fact that the good doctor's name has been spotted in Gotham City's skyline in one of the many trailers leading up to Knight's release lends weight to the possibility that he may show his glowing head in a game sooner rather than later. Phosphorus is one of those characters that's simply begging to be adapted for the Arkhamverse, so here's hoping Rocksteady are planning a little more than a name-drop for this often overlooked antagonist.
