7. The Broker
One of the newest additions to the Batman rogues gallery, The Broker is perhaps one of the most inventive and intriguing characters to set up shop in Gotham's underworld. Created by legendary Batman scribe Paul Dini, the character made his début in the Streets of Gotham series before going onto have a well placed Easter Egg in Arkham City - having facilitated Mr. Zsasz's lair near the Sionis Steel Mill. The premise of the character is that he is the go to real estate agent for Gotham's bad guys, enabling villains to buy property and equipment in order to carry out their ghoulish and more often outlandish escapades. The character walks a fine line between being an outright villain and more an opportunistic businessman, but his story would make for a compelling detective mystery in the heart of the Season Of Infamy's trials. Having already been established as a force in the Gotham criminal underworld (quite literally littering his calling cards everywhere), it wouldn't take too long for Bats and his allies to begin investigating the Broker's affairs, and would even provide a suitable link to draw different villains together into one epic storyline. So, not only could the Broker provide a tangible link between different villains assembling over the course of one night (a rather strange obsession of Rocksteady's), he would also make for a fantastic detective story - something the Arkham series sorely needs more of.
