6. Maxie Zeus

Teased from the very get-go of the Arkhamverse, fans were left fairly disappointed when Maxie didn't make his physical début in Arkham City - especially after his nightclub was featured in multiple trailers. Though allusions to his presence never really paid off, a neatly placed segment in the season pass would quite rightly amend the damage done by failing to include him in Asylum's first sequel, and would allow Rocksteady to reinterpret the character to one more fitting of the usual Arkham style. Originally on the goofy side in his creation and in his subsequent animated début in the 90s Batman series, Zeus's obsession with Greek mythology and the Gods of Olympus could actually make for a pretty terrifying tale. The gods of ancient Greece weren't really known for their ambivalent nature, and their brutal reprisals against their enemies would definitely be something for Maxie to model his particular brand of crime on.
As illustrated by his rather eerily looking cell in Arkham Asylum, it's quite clear that Rocksteady are fans of Max and are intent on giving him a portrayal worthy of the Arkham brand. With references in both Asylum and City as well, it'd be rather disappointing if they never got the opportunity to utilise Max before they depart the Arkham saga once and for all.
