As pointed out in a very in-depth trailer analysis on the site, although Anarky's trademark symbol is visible on the streets of Gotham, as you can see in the new Gotham Is Mine trailer (more on that later) another Arkham Origins' villain is making his second appearance in the canon. Not particularly an engaging character by himself (especially as he's surrounded by some of the greatest villains in comic book history), the wider realisation is that this is the first showing of something created for Warner Bros. Montreal's Arkham Origins transferring across into Rocksteady's main thread. Being that so many people essentially try and forget Origins even happened thanks to its overall approach to gameplay feeling like more of the same with nothing new, it's great to see the original devs not just acknowledging that thhe events and characters of that game mattered, but they're more than happy to carry them forward.
