8. The Court Of Owls
The Court of Owls, created during Scott Snyder's run on the New 52 Batman comic in 2011, is a group of old and wealthy families that have controlled the politics of Gotham City for at least a century. The Court uses a group of assassins called Talons to kill people who go against them. They are believed to be a legend by most of Gotham, and are the subject of an old nursery rhyme. The Court comes to the attention of Batman after they attempt to kill Bruce Wayne; he then works to uncover the conspiracy and ends up fighting multiple Talons (did I mention that they are unkillable except by a special poison?). The Talons are badasses who are expert fighters and the Court itself is very creepy and unnerving. The Court of Owls' inclusion in Arkham Knight is a distinct possibility a book with the Court of Owls nursery rhyme can be found in Arkham Origins, and in Arkham City Hugo Strange mentions several times that he has powerful friends in the government (this could just be the League of Assassins, but they don't often affiliate with politics). The most likely way they could be used is in a side mission in which Batman finds evidence of them and begins to investigate, culminating with a fight against a Talon. However, it would be very cool to see them pop up in the main story hoping to capitalize on the chaos caused by Scarecrow.
