3. Other Villains Can Shine

Harley Quinn taking on a larger role in the grander scheme of things has already been discussed, but she isn't the only one that can stand to benefit from keeping The Joker off the disc and out of our screens. There are a plethora of classic villains that have already been introduced - and in some cases even have ongoing plot arcs - that can now finally step out of the shadows of side content, or stop having their screen-time buried by The Joker. From what's already known about Arkham Knight, the two primary villains seem to be Scarecrow - whom is apparently unleashing a deadly toxin on the city - and the Arkham Knight. So keep it that way, with semi-important appearances from characters like Harley Quinn and Two-Face. An interesting fact is that Rocksteady is promoting the Arkham Knight as a totally new character built from the ground up by DC. Maybe it's a cynical thought, but that statement feels like a cover-up for hiding the true identity of this mysterious character. Regardless of who it is, it simply cannot be The Joker; the familiarity of him as a villain will completely suck the momentum right out of the titular Arkham Knight; both character and game.
