The crime-ridden streets of Gotham will be explored fully in Arkham Knight and it will be interesting to see how they have changed since the Joker's death - given the Clown Prince's popularity in the city, things might have taken a turn for the worse. Rocksteady are a clever bunch of people though; if Gotham is falling apart and decaying under the weight of vengeance-fueled crime, they'll show it in more ways than one. Some buildings in Gotham could be covered in graffiti, left by those loyal to the Joker as a memorial to his legacy. The Joker's crazed fanbase would definitely create murals and tributes to him post-death; it would be interesting to discover these and get something of an insight into those who follow the madman. It would also be a neat way for Rocksteady to bring Joker's legendary status to the fore, without having to actually feature the character. Given Rocksteady's insistence that the villain will not be returning in Arkham Knight, it's possible that he may only appear in this manner of crazed tribute.
