Of course, if Gotham's streets are decaying to the point where Joker tributes are being plastered up on the walls, one of the many gangs in the city has to be held responsible. The Joker had a huge following at the time of his death; during the events of Arkham City, they had established full control over the Amusement Mile section of the prison. It's unlikely that this tribe disbanded and gave up as soon as their leader died - if anything, it probably inspired them to be even more crazed and dangerous. This could potentially be a big problem for Batman in Arkham Knight. If the Joker's gang does appear, they'll undoubtedly be out for the Dark Knight's blood. By turning the Joker's thugs into dangerous, violent madmen (perhaps just as their hero always envisioned), Rocksteady could create challenging mobs for the player to deal with, upping the stakes significantly. After all, the best way to preserve the Joker's legacy and keep him vital to the narrative is to have a bunch of nutjobs roaming the streets of Gotham, desperately hunting Batman - it's what he would have wanted.
