The lesser known character Burt Weston (again, I know…) is a great pick for this list for one reason and one reason alone – Detective Mode.
A struggling, fame-obsessed actor enamoured with the idea of playing flamboyant and eccentric villains on the silver screen, Weston turned instead to committing crimes inspired by Hollywood movies, thus earning the nickname “Film Freak” in the Gotham press.

With a slew of crimes under his belt deriving inspiration from movies like Psycho, The Man Who Knew Too Much, and King Kong among others, Batman was able to identify and apprehend Weston by identifying the movie themes behind these crimes; Weston’s MO ultimately proved his undoing.
Apply this to the next Arkham game, and the idea of using Batman’s famous detective skills to solve various crimes in Gotham based on classic movie plots (especially if Rocksteady are allowed access to the Warner Bros. back catalogue) is too tantalising a proposition to overlook.
While the eventual confrontation with Burt Weston - another with no metahuman powers to speak of - would arguably be a doddle for Batman, the detective mode-based gameplay and story potential leading to this point should definitely have you reaching for the popcorn.
