We’ve been to the sea and the air, so why not under the earth itself?

Andrew Ryan hid his objectivist city under the sea while Zachary Comstock hid his version of utopia high above in the clouds. Whatever megalomaniac does it, a trip under the Earth seems to be a natural progression.

A industrial revolution/victorian theme would work well in this setting, providing a steampunk look and feel to this new Bioshock dystopia. Steam powered weapons would provide a new gameplay take that has rarely been seen before in video games.

The new version of plasmids could take on a similar role, being injected as a nail type shot, with powers ranging from the traditional electricity and fire, to new steampunk influenced ones.

The player would uncover the mystery behind the underground city soaked in steam and an 1800s style that never seems to go away. Who is its leader? What has happened here? Bioshock 4 could take on a more mysterious theme, adding to the tension and horror that Bioshock 1 cultivated with its 1960 Rapture setting.
