9. What Is NERO's Endgame?

One of the biggest sub-plots in the game has you doing runs for a NERO officer named O'Brien, who tasks you with spying on his co-workers to see what kind of secret experiments they're up to. It's during these missions where you uncover most of the information about the Freakers' origins, but what NERO are up to and what their history with the virus is is never really explained.

Copeland's truther rhetoric paints them as the villain - and the final twist at the end with O'Brien further establishes that as well - but just why they're conducting so many experiments in the wild and what they're actually looking for, is left ambiguous.

They're very much the Shady Science Organisation just about every zombie tale features, but it would be good to know the full power of their reach, as well as what their intentions really are.
