No other enemy in the series comes close to replicating the sheer creepiness of this decrepit Dunwall citizen. Her family name may not carry any weight around The Isles anymore, but in no way does that mean she doesn't still have power.

Vera Moray came to be known in her old age as Granny Rags by children and rumourmongers proclaiming her to be a witch. They claimed she shut herself away carving runes from the bones of whales and snatched people off the streets to boil alive. As it turns out, they were right on all counts.

The deluded Granny has given herself completely to the Outsider, being one of only a handful of people to bear his Mark. If Corvo chooses to help her throughout the game, he will be rewarded with useful runes to upgrade his own Void powers with. Even if he doesn't, she still lingers about, talking to herself as if she were still a young noblewoman.

Near the end of the game, the player discovers Granny Rags preparing to murder and cook Slackjaw, the leader of the Bottle Street gang. Helping her grants you another rune, but if you choose to side with Slackjaw, you're in for a fight.

The old witch is practically immortal, able to teleport and disappear into swarms of rats. There's no nonlethal option here; if you want rid of her, you have to find a way to nullify her immortality, and then give her a good old-fashioned taste of your blade.
