20. Nappa
The first of the heavyweights to show their face, Nappa, as expected of his size, has the power to turn any opponent his fists connect with into mush with devastating efficiency, but he's also incredibly slow.
The trade-off is a fair one, but Vegeta's former partner in crime has little else going for him besides brute force. Not only can his Supers only be performed on the ground, but his main shtick - that of being able to call upon the bizarre Saibamen to do his bidding - is only truly effective when Nappa has his foe pinned in the corner. Not so easy, when you're a lumbering mountain of muscle.
As it stands, both Captain Ginyu and Android 16, which fill similar roles with their assist and pressure games respectively, outperform the bald Saiyan in almost every department.
