The Wabbajack alone could qualify Sheogorath for the top spot. Giving players a weapon that injects some genuine randomness and excitement into their playthroughs is a magnificent touch, combining lore and gameplay in a profound relationship seldom found in gaming.
And of course, Sheogorath is at the heart of the best piece of Elder Scrolls DLC, if not one of the best Elder Scrolls stories there is (not to say a highlight of western RPGs in general): The Shivering Isles.
What truly makes the Elder Scrolls series a distinctive fantasy world is best exemplified with this incredibly unusual, offbeat story about the Prince of Madness and his twisted, surreal domain.
That's all well and good, but in addition, Sheogorath also remains a source of fun, not just narrative quality. Happening across him, no matter which title you are playing, is always a delight.
