9. High Rock

High Rock would be interesting for a combination of Orc and Breton culture. Predominantly Breton, it is divided into different house states that currently experience moments of peace. After a devastating explosion that occured at the end of the Third era, the houses of High Rock united in an event called the Miracle of Peace. As for landscape, the north is forested and occupied mainly by Orcs while the south is a Breton cosmopolitan trade centre due to the Iliac Bay. This would create an interesting dynamic, where you have elements from Cyrodill and Skyrim combined into one province. One thing to mention about High Rock is its ambiguity. Of all races, the Breton race is one of the least mentioned in lore. A lot of the focus on High Rock's politics are in the Orcs' attempt to legitimise themselves as a race in Tamriel. With this location, Bethesda has the opportunity to expand the lore on Bretons and Orcs, and High Rock would be a fun location (although smaller) to travel around due to its geographical dynamics.
