30. Razor Ramon

It's always nice to see multiple alternates, particularly when they're as good looking as Razor Ramon's. Quite why he deserves to be rated lower than Scott Hall remains to be seen, but he's probably in for the long haul. 2K have the scans, so they can keep Ramon in a good few upcoming games.
29. AJ Styles

In the context of the rest of the game's ratings, it's quite a surprise to see AJ Styles at 89: he's still a newcomer (comparatively speaking anyway), but he has captured a belt and impressed by winning clean over John Cena. Maybe it comes down to him losing to Jericho and Roman Reigns, or his belt win coming too late, but he probably does deserve to be above 90.
28. Ultimate Warrior

When it comes to Legends, it's always a little odd when 2K choose to downgrade them for no reason when they clearly can't tarnish their own legacies. That goes for Ultimate Warrior this year, who weirdly drops from last year's 90 (which was already a little on the low side) to 89. He should be protected above the 90 level forever.
27. Triple H

Having broken above the 90 threshold last year (much to Bret Hart's annoyance, famously), Triple H falls this year out of the top level. Given his absence from the ring, it's not that surprising, even if you'd think 2K would protect the boss a little more.
26. Scott Hall

The returning DLC star - one of the better looking characters from last year - comes in at an impressive 89, putting him in exalted company and fitting his status as a legend. He could even be higher, but this is pretty much spot on.
