In Fallout 3, you could put your skills in pretty much anything and still breeze through the game. There was no need to build your character in a suitable way to circumvent challenges. It was just, 'here are some skill points. Choose which type of weapon you want a slight damage buff for'. New Vegas opts to make skills integral to game-play.

You don't have a high enough speech skill? Okay, go and do this massive quest-line and then maybe I'll tell you what you want to know. You don't know much about explosives? Well, better come up with something else quickly or this train will explode.

New Vegas made skills important. Sure, you didn't know when you'd need the skills, but specialising in certain things can help in certain situations. It's not like it gates the entire end of the game of just because you can't rub sticks together well enough. All it does is provide meaningful choices.
