7. Moira Brown

"I mean, how could I have predicted the Centaur would think my assistant smelled tasty?"
Moira Brown is by far one of the most liked and celebrated characters to inhabit the Capitol Wasteland of Fallout 3. Her optimism is matched only by her naivety; she's a buoyant shopkeeper with a penchant for inventing. Moira tasks the player with aiding her in the creation of a Wasteland Survival Guide: a tome intended to help people survive daily life in the Capitol Wasteland. During the lengthy quest, Moira asks players to cripple themselves, expose themselves to high doses of radiation and wander through a minefield, as well as numerous other tasks. It's Moira's gleeful responses to everything that make her so utterly adorable. Even if the player decides to destroy Megaton, ghoul-ifying poor Moira in the process, her response is often one of unbridled positivity, either because she can study her newfound condition or because she now has a reason to visit the D.C ruins. One issue with bringing Moira back would be deciding which of her fates (ghoul or human) is the canonical one. Regardless, it would be warming to see Moira elsewhere in the wastes ... still bright, still beaming, still endangering the player in another ridiculous experiment.
