Say what you like about the animation bugs and graphical glitches, it's the general feeling of traversal that needs to change. See, Far Cry 4 has a great sense of verticality, in that the game engine itself has a perfect sense of weight to your character mantling up and around the geometry of the world. By comparison in Bethesda's games you're forever bolted to the floor; making it feel a bit like you're cheating whenever you jump or try to scale something ahead of you. It's incredibly unnatural, and although a grappling hook would play into getting you into increasingly precarious positions, it could allow for a better view of the city too. In addition, your options for approaching any number of combat scenarios would be thoroughly fleshed out in terms of positioning bonuses - allowing you to mantle up things like cliff-faces or precariously placed mounds of rubble without worrying you're about to get stuck.
