9. A Dynamic Cover System

Plenty fan pages have suggested a Gears of War-style 'stop n' pop' cover system for the third person mode, but considering the heart of the series - and the fact that honestly, Bethesda's games work far better in first-person - influence should be taken from Starbreeze Studios and their dynamic cover that reacts to the world around you. Basically, instead of hard-locking your character to any number of things in the environment with a button press, Starbreeze's take was always to let you know you're in cover when your character's stance/hands change to accommodate what's ahead of them. A rifle suddenly held upwards, hands resting on the top of a waist-high wall, etc. It wouldn't require any buttons - and instead you'd just hunker down as before - the key difference being when you chose to aim (or use V.A.T.S) the game factors in the angle you're going for, without meaning you're wasting shots on some outcrop of geometry right ahead.
