7. V.A.T.S Should Be Upgradeable
Before you scream "It was!", no, not in the sense that the window of time allotted gets longer - but in that you should be able to gradually build up the ability to completely freeze the world around you. In addition, switching weapons would be a godsend, accounting for you gradually turning into a spinning merchant of death whenever you're surrounded or up against enemies that require a mix of explosives and firearms. Naturally this wouldn't be something you'd get until far later in the game, but as V.A.T.S. is a huge signature element of the franchise it should be treated as such - allowing for all manner of upgrades across what'll be a very long game-time, also making the version of your character at the close of the game a far more capable beast than the beginning.
