1. Increasingly Challenging AI Combat
The AI in Fallout is in severe need of some sophistication- an AI that runs directly into your gunfire, uses limited (if any) cover and has no tactics (flanking, sneaking or using cover) is an AI that leads to a boring game and over-powered characters. Even a single one of those three tactics would make for a foe who was intimidating, but all three being employed would make for a deadly and challenging fight. Imagine being ambushed by the Legion, only a car to hide behind, and you're pinned down from all sides. You can't readily shoot any of the AI- don't you want to take on that challenge or die trying? Even more critical though, is that the AI needs to level with you and as such, always remain a challenge. There are certain aspects of Fallout that always seemed to be impossibly hard (such as the Nuclear Test site in Fallout NV, especially when you stumble upon it at a low level) but if you just wait until later in the game to go into some of the vaults, you can easily clear them out with little to no resistance because you've become a "God" character, and past that, if you happen to have a companion or two with you, you know you've got no challenge ahead of you (at least not from the AI). We really do live for challenge, and Bethesda has addressed this with the Hardcore mode, but there needs to be more challenge in the game in order to keep it interesting. What happened to the 8-bit or 16-bit games where they became practically unbeatable because of the continuous challenges it offered? So, Bethesda, make Fallout 4 a game never to forget like the original Fallout series.
