Download Arbitration - Better Combat AI As already mentioned, combat AI has come a long way in Fallout 4 thanks no doubt to Bethesda's collaboration with FPS impresarios ID Software, but there are still areas that could be improved. Enemies spend too long standing still, they don't attempt to flank you and are quite content to sit behind explosive cars, making them sitting ducks as you pump round after round into them. The Arbitration Combat AI mod tweaks many of the AI behaviours, making NPCs more likely to flank, strafe and spread out in search of cover. Also, the AI in Fallout 4 was originally designed in such a way that enemies in large groups tended to fire less as individuals, because there were more of them doing the firing. That strange logic has now been done away with, and enemies in big groups will keep unloading at you until you're dead, dead, dead, rather than waiting for their comrades to do the job.
