4. Improved NPC Intelligence

The intelligence of NPCs in Bethesda games has always been questionable. The countless Skyrim memes include jokes about how the townsfolk turn on the player for accidently killing one chicken when single-handedly battling a horde of dragons, and the same ridiculous morality is present in the Fallout games.

Items you can take are highlighted in green, with items you can steal highlighted in red. Take a red item in front of someone and they will become aggressive towards you.

Simple enough, but sometimes you accidentally pick something up in red and are instantly met with extreme violence (once, having just driven the corrupt Mayor out of Diamond City, I started to help myself to his stuff. The moment I stole just one item, my 100% loyal companion Pepper became hyper aggressive and started shooting me!)

A stern warning and the chance to return what you stole would be a nice feature to include in the next Fallout game. Having friendly characters instantly become violent after one small infraction is just stupid, especially when you can accidentally shoot them during combat and they barely even react.
