2. Make VATS Something We Actually Want To Use
Oh VATS, what happened to you? You used to be one of the most defining combat features of the series and now you're something most players forget about completely.
The problem with VATS in Fallout 4 is that its use is tied into the Action Points meter, which is also how sprinting and melee attacks are used. Put simply, you often have to choose between being able to avoid being shot or using VATS. Guess which option most are going to go for.
This is such a shame considering how amazing VATS was in Fallout 3 and Fallout: New Vegas. Slowing down time and using statistics to try and shoot enemies feels like it bridges the gap between shooter and RPG perfectly, something Fallout 4 didn't do well enough as it is.
Fallout 5 needs to give VATS a separate meter and make it something that the player actually wants to use. It provides enough of a boost in battle that it should be something that's constantly in use, which just isn't the case in Fallout 4.
