There's no doubt that Bethesda will be at least in the early planning stages of a new game set in the Fallout world (number four was their most successful release ever, after all), however the developer's focus right now is on at least two other new titles.

One of these games we have no idea about, but Todd Howard has promised that it's going to be bigger than anything the studio has attempted before, no doubt in a completely different genre to both Fallout and The Elder Scrolls. After that's launched players can expect to get their hands on a follow-up to Skyrim, as that's next on the cards before the developer can get back around to beginning work on Fallout.

Bethesda take years to finish their projects, so if the focus is currently on a new IP followed by a sequel to The Elder Scrolls, then the next entry in the Fallout franchise doesn't look like it's a possibility until well into the 2020s.
