3. No NPCs... But Instances Are Only "A Dozen" Players
At time of writing, Bethesda won't confirm just how many people are in any given "instance" of the game world, leaving the press to discern it's something close to a dozen.
The problem with such a small number when it comes to a gargantuan map size, is that leaves a LOT of walking from point to point. IGN pointed out that coming across another player does feel momentous and worthwhile, but that the ratio of map size to player density seems a little off.
It's worth remembering that Fallout 76 doesn't have any NPCs, either. Personally I think this is so Bethesda can seed the world with Ghouls or other "firsts" as the timeline unfolds, but it means the very notion of a "group Fallout experience" can be somewhat obscured, because there just aren't people to interact with.
