Yes, £28m is a lot of money to pay for a striker, but Lukaku proved last season how important he was to Everton's cause, and how well he linked up with Ross Barkley in particular. He is exactly the kind of striker who tends to thrive in the Premier League: powerful, quick and progressive, and he should be far higher rated than his 77 rating in FIFA 14. His potential this year might well be up into the 90s, and he's likely to be very much like a young Didier Drogba in the game, which can only be a good thing for those who use him.
